The Interministerial Committee for the Protection of State Interests at Liberty Galati and Liberty Tubular Products Galati analyzed the possibilities of making some resources of the plant operational in order to make possible the partial payment of salaries and utilities strictly necessary to maintain its functionality and ensure security.
According to a Government's press release, the Interministerial Committee analyzed the proposals for amending the reorganization plan of the steel plant, in a meeting organized on Thursday, at the Victoria Palace, with the participation of Prime Minister Ilie Bolojan.
Representatives of tax authority ANAF and Exim Banca Romaneasca presented the points of view of the two institutions and mentioned that they will accept the Reorganization Plan of the steel plant to the extent that the administrators will express their agreement with the proposed amendments, in order to preserve the possibility of recouping the receivables and protect the interest of the Romanian state. The deadline for negotiations on this issue is January 26, 2026 and, if necessary, the term may be extended by 30 days.
The approval of the agreed version of the Reorganization Plan will make possible the next stage, namely the organization of the international auction procedure for the sale of the assets of the steel plant, under the conditions and at the price agreed by the Restructuring Plan, within an estimated period of six months.
The meeting of the Interministerial Committee was attended by Deputy Prime Minister Marian Neacsu, coordinator of the committee, Deputy Prime Minister Tanczos Barna, Minister of Finance, Alexandru Nazare, Secretary General of the Government, Stefan-Radu Oprea, representatives of ANAF, Exim Banca Romaneasca and the ministries and institutions that are part of this committee.
Given the financial difficulties faced by the companies Liberty Galati and Liberty Tubular Products Galati, the Prime Minister's Decision no. 453 on the establishment, organization and attributions of the Interministerial Committee for the protection of state interests within the two companies was published in the Official Gazette on September 18, 2025.
Liberty Galati's Restructuring Plan was approved by creditors and approved on August 1, 2025 by the Galati Court and provides, among other things, for the full payment of budgetary claims in the amount of 594 million lei and the full payment of the loan received from the Romanian state through Eximbank through the state aid scheme - Ukraine in the amount of 708 million lei.
According to a press release from Liberty Steel Group for AGERPRES, the plan drafted by the company together with the consortium of administrators EuroInsol and CITR, was communicated to the almost 1,200 creditors on July 17 and voted on July 30.
The plan provides for measures to restructure the operational activity, as well as the organization and governance of the group of companies in Romania owned by the shareholders, targeting five directions of action: strategic repositioning of the Plant and reorientation towards the Romanian market; transparency of the decision-making process and relocation of all managerial decisions in Romania; optimization of production costs and reduction of dependence on some suppliers; valorization of unproductive and redundant assets; attracting the necessary financing to ensure the continuity of the activity and development.
