Public hospitals and ambulance services are exempted from the 10 percent cut in personnel spending, Health Minister Alexandru Rogobete announced on Tuesday, after the Government approved the Emergency Ordinance on administrative reform.
"As I have said from the very beginning, the healthcare system has its own particularities. A 10 percent across-the-board accounting cut in personnel spending would not have supported the system's development. On the contrary, it could have generated destabilisation and a serious crisis in an area already stretched to the limit. Today, through an Emergency Ordinance adopted by Romania's Government, public hospitals and ambulance services are exempted from this 10 percent cut. It is a decision that protects the stability of the system and, implicitly, patient safety," Rogobete wrote on his Facebook page.
According to the minister, the measure does not mean abandoning the reform.
"On the contrary. Performance criteria remain a priority, and the normative act regulating them is at an advanced stage of drafting. As of next week, we will hold meetings with trade unions, professional societies and the College of Physicians in Romania to complete the details before approval. At the Health Ministry level, we have decided that the forensic medicine institutes, blood transfusion centres and the National Transplant Agency will also be exempted from this calculation. The reorganisation of the Ministry and the efficiency measures already implemented in 2025 allow us to meet the reduction targets without affecting these essential structures," Rogobete conveyed.
Prime Minister Ilie Bolojan stated on Tuesday evening that the Government adopted the emergency ordinances on public administration reform and on economic recovery.
