Public cultural institutions under the authority of administrative-territorial units or of the relevant ministry are not subject to measures to reduce expenditure or staff following the Government's adoption of the emergency ordinance establishing measures to increase the financial capacity of the public sector.
"The observations of the Culture Ministry were incorporated into the package of regulations. Thus, public cultural institutions under the authority of administrative-territorial units or of the relevant ministry are not subject to measures to reduce expenditure or staff. According to the same regulations, the merger of support departments was not, is not and will not be an applicable solution in public cultural institutions," the Culture Ministry informed in a Facebook post.
As a further measure to support the national built cultural heritage, the Government is establishing a Local Regeneration Fund.
"The fund may be constituted at up to 5% of own revenues collected in the previous year and is at the disposal of local councils, county councils and the General Council of the Municipality of Bucharest. The sums may be used for the preservation of the property stock with cultural, historical and architectural value. During the year, the fund may be increased from available budgetary credits until the end of the budgetary year," the quoted source points out.
Under the above conditions, the Culture Ministry has the corresponding obligation to initiate measures so that the impact of the uniform pay law on public budgets may be reduced.
"Administrative reform is not achieved by weakening culture but by protecting and consolidating it, even if today another derogatory proposal of the Ministry of Culture did not receive the support necessary for adoption. We considered that cultural institutions in the category of museums, public collections or libraries should be able to supplement the allowance granted to employees for the scientific title of doctor beyond the amount resulting from the new cap, from their own revenues. This was not possible. For the time being," said Culture Minister Demeter Andras Istvan.
The Romanian Government approved, on Tuesday evening, the emergency ordinance establishing measures to increase the financial capacity of the public sector as well as to amend certain normative acts.
