The Federation of Trade Unions of the National Penitentiary Administration (FSANP) announced on Tuesday that protest actions will follow if it is decided to eliminate the food norm for police officers, military personnel and prison guards.
"The Federation of Trade Unions of the National Penitentiary Administration reacts firmly to the statements attributed to the leader of the UDMR, Kelemen Hunor, regarding the possibility of eliminating the food norm for police officers, military personnel and prison police officers. The discussion in the governing coalition regarding the cutting of this financial right is a serious error in assessing the realities of the defense and public order system. FSANP announces the launch of protests and the literal blockade of prisons in the event that the governing coalition PSD-PNL-USR-UDMR decides to eliminate the food norm", it is stated in a message published on the Federation's website.
According to the cited source, cutting the food allowance means a "disguised reduction" of the salary by over 10%.
"For prison police officers, the food allowance represents over 10% of the monthly income. Its elimination means a direct salary reduction. In a system already affected by chronic staff shortages, pressure and high responsibility, such a measure would generate an immediate reaction among employees of the National Penitentiary Administration (ANP). We are discussing a monetary right historically established since the time of Alexandru Ioan Cuza, based on the specifics of activity in the force structures. The Romanian state has recognized for over a century that these professional categories have a distinct work and exposure regime. Why does Kelemen Hunor want to destabilize defense, public order and national security?", the unionists send.
FSANP specifies that, if the current coalition, including the Hungarian Democratic Union of Romania, persists in the idea of ??cutting the food allowance, "the union reaction will be proportional."
"Penitentiaries operate on a compromise caused by acute staff shortages and chronic underfunding. Without prison police officers on duty, the system literally crashes. We have demonstrated that we can block prisons, we will do it again in a few days. We will demonstrate to the political class that even cooks will no longer guard prisons like at the beginning of 2025. Responsibility for any major dysfunctions will belong exclusively to political decision-makers who believed they could regulate the budget deficit by cutting the incomes of those who guard dangerous criminals," the cited source emphasizes.
The Federation requests the "immediate" withdrawal of any intention to eliminate the food norm and its updating according to the legal provisions in force.
"Prison security is not a fiscal adjustment variable. Whoever underestimates this takes serious risks. We welcome the firm position publicly expressed by the Minister of Defense, Radu Miruta, who clearly announced that he will reject any initiative regarding the elimination of the food norm, and we expect the same determination from all decision-makers in the Romanian Government," FSANP notes.
