Dogioiu: Administration reform will most likely be adopted through an emergency ordinance

The administration reform will most likely be adopted by emergency ordinance, for calendar reasons, Government spokesperson Ioana Dogioiu said on Thursday.

"Most likely, it will be an emergency ordinance, for calendar reasons. These provisions need to come into force quickly (...), to produce effects, in order to contribute to the targets we have assumed. A commitment procedure takes much longer," said Dogioiu after the government meeting, when asked why the prime minister no longer wants to commit the responsibility to Parliament for the legislative package on the administration, but rather for it to be adopted by emergency ordinance.

She added that holding the Government accountable involves several procedural steps and deadlines that cannot be avoided.

"The project is adopted by the government, then the three days in which parliamentarians can file objections follow. The motion of censure is filed, five days for the motion of censure. A possible notification to the CCR, which can go very quickly, because there have been cases resolved very quickly, but there is still a procedural time, there is no way to avoid it, it is in procedural steps, which prolongs this process quite a lot," explained Dogioiu.

Regarding spending cuts and the fact that some ministers have said they will not apply 10% cuts, she stated that the basic principle will be that institutions that have already made savings will take this into account when establishing new measures.

"I don't think there is any law that can be ignored - this is a matter of principle. (...) A political decision will follow regarding the content of this ordinance - or this draft, most likely an ordinance -, but the principle is certainly that, where cuts were made last year, they will be taken into account in the calculation of the cuts that each public institution must make. If there are ministries that have made a cut in expenses of, say, 7%, they will only make 3%. If they have made 10%, they have absolutely no problem. So whoever has made reorganizations, whoever has made these personnel reductions, certainly they will be taken into account in applying this year's percentage. I am telling you this as a matter of principle. We will all see the final form of this normative act when it is introduced and will be adopted," explained Dogioiu.

She mentioned that the normative act is on the approval circuit.

Asked when there will be a coalition meeting for the final act, Dogioiu said: "Most likely a coalition meeting would be held at the beginning of next week, but I do not have any other concrete details about its organization and conduct."
