The Ministry of Development, Public Works and Administration (MDLPA) published on its website, for public consultation, the draft Government emergency ordinance on administrative measures in the version agreed by the ruling coalition.
"The proposed measures provide for a leaner and more efficient public administration, greater decentralisation for local public authorities and financial sustainability for them. Through these measures we are streamlining the central public administration and the public services provided to citizens," Minister of Development Cseke Attila is quoted in a press release as saying.
In local public administration, the proposed measures continue to include a 30% reduction in the total number of approved posts, which will generate at national level a 10% reduction in filled posts across all local public administration authorities. In this transitional year, local authorities may approve a reduction in personnel expenditure proportionate to the expenditure corresponding to the number of filled posts that should be abolished, the MDLPA pointed out.
According to the draft legislative act, better financial discipline and a 10% reduction in personnel expenditure for central public administration are also envisaged.
Following the coalition's decision, for the education and culture systems, public hospitals and public ambulance services, as well as for the defence, public order and national security system, the draft placed under public consultation provides an exemption from staff reductions, with compensatory measures. For example, under the proposed measures, the retirement age for military personnel would increase, the doctoral allowance in the education system would be reduced and in the healthcare system, among other things, a new hospital classification system and a performance-based pay system would be introduced.
Salary expenditure reductions achieved by ministries in 2025 will be taken into account when applying the total 10% reduction, the MDLPA further explained.
According to the ministry's website, the draft emergency ordinance on adopting measures to increase the financial capacity of administrative-territorial units, as well as amending and supplementing certain legislative acts, aims to introduce fiscal-budgetary measures and seeks to increase the financial capacity of administrative-territorial units in order to strengthen Romania's financial sustainability by limiting the expenditure of local administrative units and increasing their revenues so that the funding of categories of public services for citizens can be supported from public funds.
To achieve this objective, the draft legislative act introduces a series of measures to ensure compliance with the commitments assumed by Romania regarding meeting the budget deficit target, by reducing certain operating expenditures of central and local public institutions and authorities and by increasing the budget revenues of administrative-territorial units, the source showed.
