The gross average salary in Romania rose 2.4% to 9,371 lei in November 2025 compared with October, while the net average earnings increased 2.2% to 5,615 lei, according to data the National Institute of Statistics (INS) published on Friday.
According to the official statistics, in November 2025, in most activities across the economic sector, the level of the net average wage increased compared with the previous month as a result of the granting of occasional bonuses (quarterly and annual bonuses, winter holiday bonuses, performance bonuses or the 13th salary), benefits in kind and cash allowances, amounts from net profit and from other funds (including value vouchers).
In addition, increases in the net average wage were also due to higher production output or higher receipts, depending on contracts or projects.
The most significant increases in the net average wage at the level of CAEN [Activity Classification in National Economy] Rev.2 sections and divisions were recorded in the manufacture of machinery, equipment and equipment n.e.c. at 15.7% and in the manufacture of motor vehicles for road transport, trailers and semi-trailers at 14.4%.
On the other hand, decreases in the net average wage compared with October 2025 were determined by the granting in previous months of occasional bonuses, benefits in kind and cash allowances, amounts from net profit and from other funds (including value vouchers). In addition, the declines were based on lower production output or lower receipts, depending on contracts or projects.
Thus, significant decreases in the net average salary were recorded in air transport at 4% and in the manufacture of computers and electronic and optical products, the manufacture of coke and refined petroleum products, real estate transactions, motion picture, video and television programme production activities, sound recording and music publishing activities (including broadcasting and programme transmission activities), crude petroleum and natural gas extraction and the metallurgical industry, with percentages ranging between 0.5% and 3%.
According to the source, in the public sector, increases in the net average wage were reported in November 2025 compared with the previous month in education (+1.1%, as a result of hourly payments to teaching staff) and in health and social assistance (+0.4%). By contrast, in public administration, the average net wage slightly decreased month on month by 0.1%.
