In 2025, the Bucharest immigration police issued 27,510 residence permits after the approval of the right of residence for foreign citizens, with most of the beneficiaries being from Nepal, Turkey and Sri Lanka.
Of these, 25,837 permits were issued for temporary residence, including 19,767 for employment, and 1,673 for long-term residence.
According to the General Immigration Inspectorate (IGI), the Bucharest immigration police in 2025 managed the legal situation of 144,525 people. Of these, 102,333 were citizens of third countries, most coming from Nepal - 14,760, Turkey - 9,652 and Sri Lanka - 8,351.
Another 42,192 people were citizens of the European Union, the European Economic Area or the Swiss Confederation, mostly from Italy - 8,797, Sweden - 7,314 and France - 4,723.
The main purposes for which the immigrants set up their residence in Romania were employment - 61,432 people, family reunification - 14,047 and studies - 10,057.
In 2025, 34,765 applications for employment were submitted and registered, of which 28,694 were accepted, for permanent, seconded, seasonal or highly qualified workers, 3,742 were denied and 2,329 are still in consideration.
Also, 857 invitations were submitted for citizens of third countries, of which 660 were approved. As for family reunification, 1,003 applications were registered, of which 487 were approved, 339 denied and 177 still under consideration.
In order to prevent and combat illegal housing and work, the immigration police carried out 1,396 checks, both individually and in cooperation with other bodies.
As a result of these actions, 216 illegal foreigners were found, most of them coming from Nepal. As many as 672 return decisions were issued, with a voluntary departure period of 15 or 30 days, of which 165 for illegal stay, 94 as a result of being denied an extension to the right of residence, 350 upon request and 44 as a result of the cancellation of the right of residence or the entry visa.
At the same time, the measure of not allowing entry into the territory of the member states of the European Union, the European Economic Area and the Swiss Confederation was instituted for periods between six months and five years. For 326 people, the measure of return to the border was ordered, via the Henri Coanda Otopeni Border Crossing.
For violations of the immigration legislation, 1,570 fines were issued worth a total of RON 2,759,251.
