MP Ghorghiu: 5,126 electronic bracelets fitted over 12 months of electronic monitoring in domestic violence cases

Chair of 'Romania without domestic violence' joint special committee of the Chamber of Deputies and the Senate Alina Gorghiu said on Friday that electronic bracelets were fitted to 5,126 people in the first 12 months in which electronic monitoring in domestic violence cases was implemented nationwide.

According to the quoted source, the response of the Ministry of Internal Affairs to her parliamentary interpellation on the use of electronic bracelets in the first 12 months since the Electronic Monitoring Information System (1 October 2024 - 1 October 2025) has been put into operation confirms that it is functional on a national level and represents an important step towards increasing the safety of victims.

'The data show that electronic bracelet monitoring is used primarily in domestic violence cases, with the vast majority of devices being fitted under Law 217/2003 on preventing and combating domestic violence. In addition, following the entry into force on 31 August 2024 of Law 26/2024 on protection orders, which provides protection to victims of all forms of violence regardless of their relationship with the aggressor, during the reference period electronic bracelets were also fitted under this law in all counties of the country except Arad, Salaj and Teleorman. However, data submitted by the Inspectorate General of the Romanian Police show significant differences between counties in terms of the number of people electronically monitored. In Bucharest and in counties such as Bacau, Cluj, Galati, Iasi or Vrancea, the measure is used in a high number of cases, while in other counties, such as Giurgiu, Mehedinti, Caras Severin or Covasna, the number is considerably lower,' Alina Gorghiu added.

She stressed that these differences should not be interpreted as a lack of involvement on the part of local authorities but as a clear signal that additional analytical tools, detailed data and adequate budget resources are needed to better understand the reality on the ground and to support the uniform application of the law.

'Moreover, the Ministry of Internal Affairs points out that, at present, there are no structured statistical data regarding situations in which victims refuse the fitting of an electronic bracelet. This lack of data does not allow for an in-depth analysis of the causes of refusal nor the identification of the most effective support solutions for victims. In this context, I consider it necessary to allocate dedicated budget resources, carry out a national study on the application of electronic bracelets, analyse the reasons why some victims refuse this measure and formulate public policies based on real data, not only on general statistics. The Romanian Police and the institutions involved apply the law within the limits of the existing framework. Precisely for this reason, it is the responsibility of political decision-makers to ensure funding, research and evidence-based public policies so that the electronic bracelet is used as efficiently and uniformly as possible in the interest of victims. Protection against domestic violence is not achieved through reproaches but through investments, accurate data and solutions built together,' she said.
