Investment bank signs 18 guarantee agreements with financial intermediaries in Romania

The Investment and Development Bank (IDB) has so far signed 18 guarantee agreements with financial intermediaries in Romania, of which 10 agreements for the portfolio guarantee intended for funding SMEs and eight agreements in support of investments in the public sector.

Partnerships geared towards the private sector were concluded with commercial banks whose cumulative share covers over 90% of the banking assets, and the agreements for the public sector cover institutions with a total market share of approximately 70%. The progress strengthens the IDB's position as a key player in supporting funding for the real economy and regional development.

The first financial products developed under these agreements are already available on the market as IDB-guaranteed loans and generate concrete effects by facilitating access to funding for beneficiaries.

"The commissioning of the first products confirms both the high interest of the market and the ability of the banking system to efficiently integrate the instruments made available by the IDB. In the next three months, we expect all our partners to add to their offer the loans developed with the IDB guarantee on easier terms, so that the support offered by the development bank reaches the final beneficiaries as quickly, coherently and efficiently as possible," IDB General Manager Raluca Nicolescu is quoted as saying in an IDB press statement released on Monday.

Since the signing of the first portfolio guarantee agreement for SME financing in November 2025, the Investment and Development Bank has increased the value of these guarantees to over RON 5 billion, with the expected result of the instruments being future funding in excess of RON 7.2 billion.

The most recent agreements were concluded with Intesa Sanpaolo Bank Romania, both to support the entrepreneurial community and the public sector. The accession of Intesa Sanpaolo Bank Romania to the IDB's network of financial partners strengthens the collaboration between the state development bank and the banking sector and confirms the attractiveness of guarantee instruments as effective solutions for accelerating funding for the real economy.

The SME Portfolio Guarantee is a tool designed to facilitate access to funding for small and medium-sized companies, under terms and conditions adjusted for market realities. Through this instrument, SMEs receive support in the next three years, through an estimated volume of funding generated in the market of RON 12.6 billion.

The individual guarantee for investments in the public sector is intended to support infrastructure and development projects at local and regional level. The instrument is designed for administrative-territorial units and other eligible public entities, having a budget of RON 2.2 billion for the next three years.

Through this extensive portfolio of agreements and financial instruments, the Investment and Development Bank contributes to improving access to funding, boosting investment and strengthening the competitiveness of the Romanian economy, in a sustainable and predictable framework.
