The Government approved on Thursday a normative act prioritizing transfer requests for the "Anghel Saligny" Program in 2026.
"The normative act keeps the prioritization structure applied in 2025, according to Government Decision no. 42/2025, in order to accelerate ongoing projects and make optimal use of available resources, so that, also in 2026, the Ministry of Development can approve all transfer requests," according to a press release sent by the Ministry of Development, Public Works and Administration.
Thus, 45% of the funds are directed towards water supply and sewage projects (1,408 objectives), 30% towards natural gas distribution systems (283 objectives) and 25% towards road infrastructure projects - roads and bridges (2,683 objectives).
Within each investment area, priority is given to projects at an advanced stage of execution: 50% of the funds are allocated to objectives for which over 80% of the contract value has already been transferred (1,852 objectives), 30% to projects with an implementation degree between 40% and 80% (933 objectives) and 20% to those in early stages (1,589 objectives).
"These measures aim to establish transparent and fair criteria for prioritizing transfer requests, which will ensure a more efficient use of the available financial resources in 2026," announced Development Minister Cseke Attila.
Requests will be honored in the chronological order of their registration with the Ministry of Development.
The prioritization criteria do not apply to a number of 263 objectives belonging to counties, county capital municipalities and sectors of Bucharest municipality, which must ensure a co-financing of 20% of the amounts requested from the state budget in 2026.
"By adopting these criteria, we are consolidating the financing framework of the 'Anghel Saligny' Program and supporting projects that bring real benefits to citizens. A clear, correct and verifiable prioritization allows for the acceleration of investments, especially those in advanced stages, and ensures a responsible use of public funds. In 2026, we will continue to invest in local infrastructure", the minister said.
