FinMin Nazare: SMEs benefit directly from the large investment stimulus package

Small and medium-sized enterprises (SMEs) benefit directly from the package to boost large-scale investments because each large investment attracted in Romania means new contracts, demand for local products and services, integration into production chains and technology transfer, according to Finance Minister Alexandru Nazare.

It is a real change of approach: from consumption to investments, from short-term solutions to structural development. Romania needs capital, solid projects and economic policies that support long-term growth," the minister wrote in a social media post.

He added that Romania must actively promote investment opportunities and provide investors with a predictable framework and advantageous incentives, because large-scale investments bring chain effects: well-paid jobs, production in Romania, higher exports and real opportunities for Romanian SMEs and entrepreneurs, who become suppliers, partners and direct beneficiaries.

According to Nazare the component of stimulating large investments, recently launched in public debate, rounds up the measures adopted at the end of 2025 - the repeal of the minimum turnover tax (IMCA) and the pole tax from 2027.

In order to stimulate major productive investments, the package proposes a scheme for strategic projects of at least RON 1 billion, which bring a boost in production, generate exports, substitute imports and contribute to regional development.

"For these strategic projects, we provide a mix of support instruments such as grants, tax credits, state guarantees, interest subsidies and capital contributions. These investments create new industrial capacities and generate consistent orders for local suppliers and SMEs," added Nazare.

At the same time, the package provides support for the manufacturing industry and sectors with a trade deficit, under a scheme of a total budget of EUR 1.05 billion, designed for investments of at least RON 50 million. "We must produce in Romania goods that we import today, in industries such as the manufacture of pharmaceuticals or electronic components and reduce trade imbalances," the minister said.

Investment projects of at least RON 75 million in net zero technologies and for the capitalisation on strategic mineral resources will be supported by tax credits applicable for up to 7 years and state guarantees. The earmarked budget is EUR 1.05 billion. The scheme targets companies that invest in sectors that process strategic and critical raw materials (cobalt, lithium, etc.) or develop finished products and components for green technologies (such as solar, wind, batteries and energy storage technologies, etc.).

Under the TECHUP ROMANIA programme for research, development and advanced technologies projects of between RON million and 50 million lei will be supported, through grants and tax incentives of up to 200% of the eligible expenses. The total budget of the programme is EUR 1.05 billion euros for 2026-2032.

"Thus, we stimulate the research and development of advanced technologies such as artificial intelligence, microelectronics, biotechnology and precision medicine, technologies for green energy and storage, advanced manufacturing, robotics, space technology and nanotechnologies. The objective is for innovative companies to be able to scale up state-of-the-art technologies more quickly, using both non-repayable support and tax incentives in a framework compatible with European state aid rules.

The package also envisages strengthening Romania's defence industry capabilities, through a facility dedicated to investments of at least RON 10 million, financed with EUR 200 million worth of European funds.
