The Ministry of Environment, Waters and Forests (MMAP) won the trial in the first instance regarding the report of the Control Body, regarding the road in the Băneasa Forest, a document contested by the National Forestry Administration (RNP) - Romsilva Ilfov, Minister Diana Buzoianu announced on her social media page on Tuesday.
"Today, the Ministry of Environment won the trial in the first instance regarding the report of the Control Body regarding the road in Pădurea Băneasa, a report that was contested by none other than Romsilva Ilfov! I congratulate the team of lawyers of the ministry! At the expense and time of the public authorities, Mr. Răduţă, the director of the Romsilva Ilfov Forestry Directorate, tried to explain that the problem with the road in Pădurea Băneasa was the report of the Ministry's Control Body, not the illegal contract he signed. He lost on the merits. The directors of the Forestry Directorates can be dismissed by the Director General of Romsilva. Does anyone believe that the old-new Director General of Romsilva will dismiss the directors who clearly do not protect the forests? We continue to work meaningfully. Romania's forests deserve a reformed Romsilva," Buzoianu emphasized on Facebook.
Last month, the Bucharest Natural Park Association and the Ministry of Environment, Waters and Forests (MEWF) announced, in a press conference, the submission to the Romanian Academy of the Scientific Substantiation Study for the establishment of the Pădurea Baneasa Natural Park.
According to the research, in accordance with the data from the forestry management (U.P. II Băneasa, 2020), the studied forest fund is public property (36% - respectively 439.7 hectares) and private (64% - i.e. 781.8 hectares), and the administration, from a forestry point of view, is ensured by the National Forestry Administration - RNP Romsilva, through the Bucharest Forestry District, within the Ilfov Forestry Directorate.
The total area of the Baneasa Forest protected natural area is 1,221.5 hectares and overlaps from an administrative-territorial point of view with Bucharest Municipality, Sector 1, and with the localities of Voluntari and Tunari in Ilfov County.
According to environmental activists, establishing a protected natural area regime in the Băneasa Forest is the only measure that can guarantee the integrity of the forest in the long term, preserve habitats, and provide people with access to healthy recreation and clean air.
The scientific substantiation study for the Pădurea Băneasa Natural Park was carried out by the Bucharest Natural Park Association within the Rewilding project, financed by the Environmental Platform for Bucharest, a program initiated by the Bucharest Community Foundation and ING Bank Romania.
A report by the Control Body of the Ministry of Environment, Waters and Forests (MMAP), published on February 10, 2026, shows that the length of the FE002 forest road located in the Baneasa Forest was modified by including an additional section of approximately 0.72 km, and the extension was operated without the existence of legal documentation regarding the change of use category, without a technical project and without the approvals provided for by the legislation in force.
The Baneasa Forest is the largest area of primary nature in Bucharest, one of the last remnants of the Vlasia Forests, part of the Green Belt of the Capital. Hundreds of species of animals, birds, amphibians and insects make their home here, of which 46 are protected or threatened with extinction - the Black Woodpecker, the Woodchuck, the Hazel Snake, the Crested Newt, the Zebra Butterfly, the Dusk Bat, the Badger, the Squirrel and the Deer.
