Arrivals and overnight stays at accommodation establishments in Romania down in first 11 months of 2025 (statistics)

Arrivals recorded at tourist accommodation establishments, including rented apartments and rooms, fell by 2.2% in the first 11 months of 2025 compared with the same period in 2024, while the number of overnight stays declined by 1.4%, according to data published on Friday by the National Institute of Statistics (INS).

According to the official statistics, between 1 January and 30 November 2025, arrivals at tourist accommodation establishments (including rented apartments and rooms) totalled 13.01 million people, of whom 81.6% were Romanian tourists and 18.4% were foreign visitors.

Overnight stays recorded at tourist accommodation establishments in the first 11 months of 2025 totalled 27.978 million, with Romanian tourists accounting for 82.5% and foreign tourists for 17.5%.

The average length of stay was 2.2 days for Romanian tourists and 2.1 days for foreign tourists.

The net occupancy rate of tourist accommodation over the period stood at 30.3% across all accommodation establishments (including rented apartments and rooms), down 1.1 percentage points compared with the same period in 2024.

By county, between January and November 2025 the highest numbers of tourist arrivals at accommodation establishments (including rented apartments and rooms) were recorded in Bucharest (1.878 million people), Constanta (1.791 million) and Brasov (1.274 million). The highest numbers of overnight stays were recorded in Constanta (5.514 million), Bucharest (3.784 million) and Brasov (2.397 million).

By country of origin, the largest numbers of foreign tourist arrivals during the period came from Germany (232,800 people), Italy (204,000) and Israel (159,900).

In November 2025, compared with November 2024, arrivals and overnight stays at tourist accommodation establishments (including rented apartments and rooms) fell by 5.6% and 5.5%, respectively.

Arrivals recorded in November 2025 totalled 936,800 people, of whom 79.6% were Romanian tourists and 20.4% were foreign visitors.

Overnight stays in November 2025 amounted to 1.84 million, down 5.5% year on year, with Romanian tourists accounting for 77.8% and foreign tourists for 22.2%.

The average length of stay in November 2025 was 1.9 days for Romanian tourists and 2.1 days for foreign tourists.

The net occupancy rate of tourist accommodation in November 2025 stood at 25.4% across all accommodation establishments (including rented apartments and rooms), down 2.2 percentage points compared with November 2024.

INS notes that following Romania's accession to the Schengen Area on 1 January 2025, data on arrivals of foreign visitors to Romania and departures of Romanian visitors abroad are no longer comparable and will no longer be published starting from January 2025.

According to the official methodology, a tourist arrival is recorded when a person is registered in the records of a tourist accommodation establishment for one or more overnight stays. Only one arrival per tourist is counted at each establishment, regardless of the number of overnight stays resulting from an uninterrupted stay.

An overnight stay represents a 24-hour period starting from the hotel check-in time, during which a person is registered in the accommodation records and receives lodging for the corresponding tariff, even if the actual duration of stay is shorter.

The net occupancy rate of tourist accommodation reflects the relationship between accommodation capacity in operation and its actual use by tourists over a given period, calculated as the ratio of total overnight stays to accommodation capacity in operation during that period.
