Most of the recommendations in the Cooperation and Verification Mechanism (CMV) report have normative content, that is they can only be resolved by amending the law, and the Ministry of Justice does not amend laws, Minister Tudorel Toader said on Thursday according to Agerpres.
"Certainly we take the recommendations into account. (...) We will certainly observe, we will surely try to meet the recommendations, we certainly want the recommendations to be objective and not moving targets," Toader said in Parliament when asked what the Ministry of Justice's action related to the latest CVM report will be in the next period.
The Minister of Justice reiterated that the Romanian authorities want the CVM to be lifted.
"We certainly want the CVM to be lifted. In December 2006, when it was instituted, there were four recommendations. We have been meeting them for 12 years, and from four only 20 are left. One of the recommendations made by the Venice Commission is to amend the Constitution (...) Most of them have normative content, that is they can only be resolved by amending the law, and the Ministry of Justice does not amend laws," Tudorel Toader said
