Prime Minister Ilie Bolojan said that by the end of the week a decision will be made on how drafts for the reform of local and central administration and on economic recovery measures will be promoted.
'By the end of this week we will make a decision on how the two draft laws will be passed through Parliament. There is the possibility of assuming responsibility or adopting them by emergency ordinance and we will settle this by the end of the week, so that as quickly as possible we can start the procedure for promoting these laws,' Bolojan told RFI Romania on Tuesday.
He mentioned that the projects are important for preparing the 2026 budget, in the context in which the Government aims to reduce the deficit target to 6.2-6.3% of GDP.
'Adoption by emergency ordinance, if possible, means that the legislation appears in a very short time, of course with the risk of subsequent amendment in Parliament. The assumption of responsibility, let us say, avoids the risk of later amendments, but it is a procedure that can take two to three weeks, including a possible challenge before the Constitutional Court, and we see what is happening with the legislation on magistrates' pensions where, due to the consecutive postponements decided by the Constitutional Court, we risk, unfortunately, losing the more than EUR 200 million representing the milestone in the PNRR [National Resilience and Recovery Programme]. These are the funds currently withheld from us for failing to fulfil this reform measure on magistrates' pensions,' Bolojan explained.
The Prime Minister highlighted that adoption by emergency ordinance would be the 'fastest' solution, but noted that no decision has yet been made in this regard.
'After an analysis is carried out on this issue, we will adopt the formula that ensures the fastest promulgation of the two packages of laws. (...) Two separate draft laws will be supported, so that we have both the part relating to spending cuts in the administration and the package of economic measures which, after this draft law appears, will then be implemented through a series of government decisions that will set out exactly the rules and conditions that companies must comply with in order to benefit from these support schemes,' the Prime Minister added.
