General government debt rose to 1,121 billion lei in November 2025, from 1,116 billion lei in the previous month, according to data published by the Ministry of Finance (MF) and consulted by AGERPRES.
As a percentage of GDP, government debt increased to 60.2%, up from 60% in August (GDP according to the press release issued by the National Institute of Statistics on January 6, 2026).
In November 2025, medium- and long-term debt fell to 1,043 billion lei, from 1,053 billion lei in October 2025, while short-term debt rose to 77.788 billion lei, from 62.783 billion lei in the previous month.
The largest share of this debt, namely 905.094 billion lei, was represented by government securities. Loans amounted to 192.601 billion lei.
Debt denominated in the national currency stood at 516.36 billion lei, debt in euro totalled the equivalent of 490.4 billion lei, while debt in US dollars amounted to the equivalent of 112.77 billion lei.
According to the Ministry of Finance, in November 2025 central government debt increased to 1,097 billion lei, from 1,091 billion lei in October 2025, of which 1,019 billion lei was medium- and long-term debt. The largest share of central government debt was contracted in lei (497.25 billion lei) and in euro (the equivalent of 485.2 billion lei).
Local government debt fell to 24.293 billion lei, from 24.660 billion lei in the previous month, of which 24.255 billion lei was medium- and long-term debt.
At the same time, in the penultimate month of last year, domestic general government debt amounted to 551.6 billion lei (546.22 billion lei in October 2025), representing 29.6% of GDP (29.3% of GDP in the previous month), of which 532.23 billion lei was central government debt and 19.368 billion lei was local government debt.
According to the same source, external general government debt stood at 569.84 billion lei (570.31 billion lei in the previous month), accounting for 30.6% of GDP (similar to the percentage recorded in October), of which 564.91 billion lei was central government external debt and 4.92 billion lei was local government external debt.
