EnvironMin Buzoianu: Nearly one billion euro to be invested from PNRR in water and sewerage

The Government is preparing to invest nearly one billion euro in water and sewerage from the National Recovery and Resilience Plan (PNRR), Environment, Waters and Forests Minister Diana Buzoianu announced on Tuesday at the Gala of Excellence in the Water Industry organised by the Romanian Association of Water (ARA).

"This year we are preparing to invest almost one billion in water and sewerage from the PNRR. We will hopefully launch such projects, following the negotiations on the budget, including from the Environment Fund Administration (AFM). We are one of the ministries which also has a key milestone to meet this year regarding the water management and the funding of infrastructure against floods. This mechanism will be the first national fund designed on a multiannual basis to support the infrastructure against floods," Buzoianu said.

According to her, an analysis of the World Bank regarding the flood defence infrastructure shows that there are needed over 33 billion lei in the next 15 years "in the most restrictive scenario regarding the works which are absolutely essential for communities to be safe."

The Environment, Waters and Forests Minister said that also necessary are the multiannual strategies in the areas of water and wastewater.

The Government approved in December 2025 the measures proposed by the Ministry of Environment, Waters and Forests to continue infrastructure projects initially financed through the PNRR and at risk of failing to meet the milestones and deadlines agreed with the European Commission. These investments will be taken over for financing by the Environment Fund Administration, ensuring that works already under way do not stop and that local communities do not lose essential projects for water, sewerage and waste management infrastructure.

The Environment Fund Administration will ensure financing for the projects taken over within a budget estimated at 4.34 billion lei, so that more than 500 projects can continue without interruption.

On Tuesday, the Romanian Association of Water organised the second Gala of Excellence in the Water Industry, an event dedicated to recognising performance, innovation and leadership in Romania's water and wastewater sector.

The Gala of Excellence in the Water Industry is the ARA's flagship ceremony and brings together water and sewerage operators, industry leaders, experts, technology suppliers, representatives of the academic community and public institutions. The event highlights projects and initiatives that contribute to the modernisation of infrastructure, improved service quality, sustainability and climate resilience. The Gala aims to bring to the forefront the people and organisations who, through professionalism and responsibility, are shaping the future of this strategic sector.

Founded in 1995, the Romanian Association of Water is the national professional body representing Romania's water and wastewater sector and operates as a central platform for dialogue, knowledge exchange and representation at national and international level.
