Minister of National Defense Radu Miruta announced on Thursday that the checks carried out by the Control Corps at the Army Sports Club uncovered multiple irregularities, prompting him to refer the case to the National Anticorruption Directorate and to launch a full reorganization of the institution.
According to the minister, inspectors found 2024 - 2025 contracts with Chiajna City Hall lacking proof of hours delivered and billed at 2 - 3 times higher prices, with more contracts than allowed under the local council's own decision. They also identified retroactive contracts and payments to uncertified coaches.
A sample check of 80 out of 350 sports activity contracts, worth 4 million RON, revealed retroactive activity periods, documents issued outside contract validity, and payments to individuals who could not prove coaching qualifications.
The inspection also flagged 94,000 RON in translation and document-copying services for 121,000 pages, procured outside the electronic public procurement system.
Miruta said Steaua Stadium was rented at prices 10,000 euros higher than comparable arenas such as the National Arena, Cluj Arena or Craiova, discouraging its use despite heavy public investment. The club's annual budget averaged 30 million euros.
Inspectors also uncovered fictitious timesheets, including an employee with 604 extra hours despite only 21 hours recorded, and cases of staff listed as working overtime while on leave.
Staffing imbalances were also highlighted: the Army Sports Club has 2.4 times more colonels than Infantry Divisions. Out of 690 posts, 409 are filled, and 19 employees were found working in other institutions through accumulated positions.
Miruta said the government will launch a full reorganization of the Army Sports Club to eliminate unnecessary posts and end the 'self-serving' practices that have blocked the institution for years.
The minister also ordered the procedure for the complete reorganization of the Army Sports Club, to eliminate "unnecessary" positions and to avoid the "self-serving" situations that have kept this club blocked for many years lately.
