Minister of National Defense Radu Miruta drew attention on Thursday to a case in Craiova where a real-estate developer built a nine-storey apartment block next to ammunition depots without respecting the legally required safety distance, also obstructing the radar trajectory of the Carcea military installation in Dolj County.
"It's a situation that illustrates a certain pattern in real-estate development. A developer built a nine-storey block near ammunition depots without observing the mandatory distance. In August 2024, the Ministry of Defense was asked to issue an opinion for the Satina Park complex. The Ministry issued a negative opinion because the legal distances were not respected. Three weeks later, the same request, still non-compliant, was resubmitted and approved. The building's structure is now already up, the distance to the depots is not respected, and the height affects the Carcea radar, whose beam now hits part of the building," Miruta said at a press conference at the Ministry headquarters.
He added that this is not the only such situation, as another similar case has been identified.
He added that this is not an isolated case, noting a previous attempt to build a logistics warehouse in the same area, which also interfered with the Carcea radar, yet in this latter case, the Ministry challenged the project in court and construction was halted.
Miruta said nationwide checks have been launched at all military units to verify how construction approvals around military sites were issued. He also ordered measures to identify the Ministry of Defense personnel who changed the initial negative opinion.
"There is zero tolerance for such situations. Discipline excludes corruption, and in the military profession compliance with the law is non-negotiable," the minister stressed.
