Draft order regarding amounts of direct payments for 2025 campaign, in decision-making transparency

The draft order establishing the unitary amount of direct payments related to payment applications submitted in 2025, financed from the European Agricultural Guarantee Fund (EAGF), through interventions within the CAP Strategic Plan 2023-2027, was published in decision-making transparency, the Ministry of Agriculture and Rural Development (MADR) announced on Friday.

The draft order establishes the final unitary amounts for direct payments, as well as the necessary financial reallocations, in order to ensure the efficient use of European funds allocated to Romania for the 2025 campaign.

Thus, the unitary amounts established by the draft order (2025 campaign) are: PD-02 - Complementary redistributive income support (CRISS) - 53.52 euros/ha and PD-03 - Complementary income support for young farmers - 46.67 euros/ha.

Regarding the interventions regarding animal welfare, they are: PD-07 - Welfare of dairy cows: between 127.23 and 197.47 euros/head, depending on the package accessed and PD-08 - Welfare of young cattle for fattening: between 193.63 and 249.16 euros/head, depending on the variant applied.

According to MARD data, other interventions provided for in the draft order are: PD-25 - Coupled support for silkworms - 0.12 euros, PD-27 - Cattle welfare through extensive grazing, between 72.75 and 168.66 euros/UVM, depending on the area, PD-28 - Maintenance of unproductive areas and/or landscape elements - 33.75 euros/ha.

Also, for interventions PD-02 and PD-03, the amounts established by the draft order are higher than those granted for the advance payment, with the differences to be paid to eligible farmers through the final payment, after the order enters into force: PD-02: +6.65 euro/ha compared to the advance payment and PD-03: +3.46 euro/ha compared to the advance payment.

"After establishing the eligible areas for coupled plant support, the available financial allocations will be reallocated to the PD-28 intervention, in order to increase the unitary amount for the 2025 campaign, in compliance with the applicable European provisions," MADR representatives sent.

Their application will be carried out by the Agricultural Payments and Intervention Agency (APIA), in accordance with the national and European legal framework in force.
